The National Disability Insurance Scheme is an Australian Government scheme that funds the costs associated with disability. The regime was enacted in 2013 and developed to be fully operational in 2020. The National Health Insurance Agency (NDIA) administers the project and remains overseen by the NDIS Commission for Quality and Safeguarding (NDIS Commission).
This scheme entitles people with a “permanent and severe” disability to total funding of any “reasonable and necessary” support needs related to their disability (subject to certain limitations). Funding remains allocated to an individual, and the individual or their guardian chooses which providers deliver the funded goods and services.
The program remains publicly funded: beneficiaries do not buy or contribute insurance. The scheme is not ratio tested. The word “insurance” refers to the system’s use of proactive insurance principles to manage long-term financial sustainability. It aims to “ensure” that every citizen is covered if they are born with or acquire a disability.
Funding for the NDIS is independent of Disability Superannuation and Medicare, Australia’s universal health insurance system. The NDIS legislation distinguishes between health care and disability support, with only the latter falling within the scope of the NDIS. In addition to funding for individuals, this scheme funds some general “information, linkage, and capacity building” (ILC) programs.
